radeonsi: eliminate trivial constant VS outputs

src/gallium/drivers/radeonsi/si_shader.c:6615:16: error: ‘LLVMFunctionValueKind’ undeclared (first use in this function)

I'm turning of the build-test job that will warn us of similar failures.  This bug tracks resolution so I will know when to turn it back on.
