XtSetLanguageProc-8 failed when XMODIFIERS is set, which is because
XsetLocaleModifiers in X11/lcWrap.c will get the XMODIFIERS setting by getenv.
So we had better to clear XMODIFIERS' setting before running XtSetLanguageProc-8.
