I would like to update the translations for xfree86.xml(or xorg.xml) for xkb rules.
What is the best process?
I generated the file with .po files.

hi takao,
the data files under app/xkbcomp are deprecated.  xkeyboard-config is the place
to look instead.

xkeyboard-config is localized (thanks to Translation Project)
