On some protocols, you can tell whether a message was sent to you while you were offline. UIs can't infer this from a difference between message-sent and message-received (maybe the network is slow); let's add a flag representing it to the header.

I think this is fine, although it needs spec cabal approval.

The spec cabal said that this needs a use case, and we don't have one as yet. WONTFIXing.
