New Verizon EVDO has a different USB model # than those listed in Fedora 10, so I added it manually, restarted haldaemon, and NetworkManager just worked:

sudo vi /usr/share/hal/fdi/information/10freedesktop/10-modem.fdi

Searched for vendor 0x106c and appended 0x3714 to int_outof attribute.
