When using dual monitors (Im personally using NVidia TwinView), a window top decoration may get outside of "clicking" range, making it impossible to move, close or minimize using just the mouse.

Steps to reproduce:
- Have at least two monitors. One of the monitors needs a top panel more than the other one. In this case, the left monitor has one top panel and the right monitor has none.
- Grab the window from the top bar, preferably towards the right.
- Move the window towards the right screen by sliding it stuck to the top applet of the left monitor. The cursor is then above the applet, and the window itself is blocked from getting outside of the monitor by the applet.
- Once the window is entirely outside of the left monitor, and is not blocked by the applet anymore, it is supposed to get its position corrected and get to the top of the other screen. However, the position gets corrected "more" than how much it normally should be - see attached screenshot.
