Tell intltool this is an xml file

intltool-update -p doesn't generate anything, altough there are translatable messages in the file listed in POTFILES.in. This is because intltool doesn't recognize the xml format in the .in file, so we should tell him it's really an xml file. Attaching trivial patch.

This bug report is for the old version of PolicyKit. Closing as all of the code has been rewritten. Please reopen if the bug report applies to the latest version of PolicyKit. Thanks.
