See http://bugs.debian.org/191922 : some parameters, especially the sub-pixel rendering, should be configured for each display, instead of being set for the whole system and/or the user. Of course, I'm aware this is far from trivial to achieve, especially as fontconfig was made to work without X. Maybe it could be set using extra configuration parameters, but then I don't know how the application would get them. That makes it a low priority enhancement IMHO, but it would be the good(tm) way to handle such parameters.
Xft already provides a mechanism to have resources override display-related parameters set by fontconfig.
