Open Draw document add some text in text box select that box, open the context menu and choose Fontwork > there is no upper section to choose a circle I'll attach a document + screen prints

Reading the comments there and looking at the screen print I would expect that the _current_ top row, with the five direction buttons, is disabled :) https://issues.apache.org/ooo/attachment.cgi?id=80186 But I agree that the working of all that is rather confusing. Now I only used it with text boxes, no custom shapes, to put that round a circle. And that works fine. Looking in the possibilities of the other Fontwork tool, I see that with some more clicks it can be done there too. So easiest to close as WontFix .. thanks for the pointer Maxim.
