This issue revealed itself around 2-3 weeks ago in master branch.
Steps for reproducing is simple:
1. Open any document in LibreOffice Draw.
2. Scroll it up or down.
Don't know why this isn't noticed yet.
Maybe because this bug is OS specific.
My OS is Windows 7 SP1 x64.
Tested with hardware acceleration on and off - results are the same.

Reproducible, tested using Windows 8.1 with LibreOffice Version: 4.3.0.0.alpha0+
