According to The Unicode Standard 8.0, chapter 9, U+06BD ARABIC LETTER NOON WITH THREE DOTS ABOVE “displays with the three dots below the letter pointing downward when it is in the initial or medial position”, but in DejaVu Sans 2.35, the dots are above the letter in all four forms.
