Patch to add a Dvorak-style keyboard variant for Albanian language

I have added a Dvorak-style variant for Albanian.

This involved adding 23 lines to the end of "symbols/al".

Here is a patch to xkeyboard-config-2.11.

Thank you for the submission. Is that variant used by many people? Is that your own invention? Just a bit of history, some background would be nice to have.

It is probably not used by many people.

I made it when I wanted to type in Albanian during a recent trip to hackerspaces in Kosovo and Albania. Members of the hackerspaces confirmed that the layout was reasonable, but I don't know whether anyone other than me is using it.

I have patched rules/evdev.xml.in, but installing the appropriate things to test the change is turning out to be a bit of work. Is it acceptable for me to submit the patch without testing? If not, I'll still patch the file, it just won't happen very soon.
