I've created new keyboard layout (basic qwerty) for Kashubian (csb) language.

Kashubian is language spoken in northern part of Poland, close related to other 
West Slavic languages, like Polish, Czech, Slovak, Sorbian (Lusatian).

Since xkeyboard-config is organized on per-country basis, would it be possible
to put it as po(csb)?

Of course. I would rather suggest pl(csb).
