The X headers still have lots of #ifdefs for X_NOT_STDC_ENV to support 
environments that predate ANSI/ISO C89.    These should mostly go away
to simplify and clean up the byzantine series of ifdefs in headers like
Xos.h & Xfuncs.h to make it easier to understand what is being done on
modern systems.
