It would be useful if Cairo had public metafile-like functionality, like Win32's
WMF/EMF. Internally, cairo_meta_surface seems like it'd fit the bill and has had
significant testing.

"ideas" patch

Just the bare minimum of work. One would still need to move those 2 exported
functions to cairo-meta.h.
