For some reason, xkbfile refuses to let you combine options with other map rules
(e.g. layout + option -> symbols).  This appears to be a case of 'well, why
would anyone do that?', except now we need to do that.  It hasn't caused any
problems as we've been using it in Ubuntu, and XKB upstream needs it now.

not a server issue, removing from the tracker.

accepting, will roll new libxkbfile shortly.

well, is also a server issue i suppose.  ngh duplicate code.
