Extend mga driver to PC-9821 again.

This is not bug but extension of mga driver to NEC PC-9821.

  At least xf86-video-mga-1.4.13, mga driver works on PC-98,
but on new version at 2012-01-12 getting by git,

% git clone git://anongit.freedesktop.org/xorg/driver/xf86-video-mga

codes for PC-98 were deleted. This patch is to add PC-98 support again.
Modified source were tested on following environments.

OS : FreeBSD 8.2
X Server : 1.7.7
PC and Card : PC-9821 Ra20 + mga2064w, and AT compatible PC + mga g200

Please modify if possible.

Mass closure: This bug has been untouched for more than six years, and is not
obviously still valid. Please reopen this bug or file a new report if you continue to experience issues with current releases.

Rather new X sever (12.0 and later) do not support PC98, so this
modification is already needless. Please close this report.
