While working on https://bugs.freedesktop.org/show_bug.cgi?id=41250 I recognised a failure using the --print-pid option of dbus-daemon 

C:\kde\trunk\build\win32libs-sources\dbus-src-1.4.10-20110302\work\msvc2010-Debug-gitHEAD\test>..\bin\dbus-daemon --print-pid --config-file=%CD%\run-with-tmp-session-bus.conf

This commands fails returning the following message:

Failed to start message bus: Writing to pipe: No error

Are process IDs even useful on Windows? But this is the same problem as --print-address, Bug #46049. Someone broke pipes while adding WinCE support and apparently nobody noticed.

because this feature has not been used on windows.
