Note how it has absolutely no grant of rights whatsoever, just like #3824, but
worse.  Hopefully this serves as a nice reminder to VERY CAREFULLY vet any code
additions for licence stuff.

There's nothing to do here.  Portions were copyrighted, but we don't even have 
a way to note what portions that copyright claims.  Any such code copyrighted 
by that is still licensed under the existing license which is compatible with 
the license in the LICENSE file.

So yeah... if we could go back 20 years to figure out what that was and ask for 
clarification, we would... but we can't.
