As illustrated by the newly set up buildbot:

ERROR:stream-tube-chan.c:499:create_local_socket: assertion failed: (success)

Reproducible on my laptop by deleting its IPv6 addresses:

sudo ip -f inet6 addr flush dev lo
sudo ip -f inet6 addr flush dev wlan0

Here's a patch, plus a bonus patch to fix some documentation.

Fixed in git for 0.13.3 (and the buildbot is happy now).
