The libaccounts backend for the account store tool used by the storage 
tests was a bitrotten version (certain assumptions that had been fixed
in the actual backend had not been updated in the checked in version of
the tool).

In addition, there were a couple of minor duff-signature/missing-header/other
bugs which stopped the tool from building when libaccounts support was enabled.

Merged to 5.6 branch. Does not require a release.
