http://telepathy.freedesktop.org/spec/Protocol_Interface_Presence.html is a
draft. It should not be! This needs implementing, presumably in Gabble.

(It might also be fun to try to implement it in Haze.)

Vivek has a trial implementation for telepathy-glib and Gabble, which is reasonably straightforward despite the presence (no pun intended) of plugins.

I propose we undraft this as-is; any objections?
