Telepathy-SofiaSIP currently sends a ringing notification as soon as it gets an invite. Gabble should (until #21964 is fixed) do the same.

Also, if a Jingle dialect that doesn't support ringing notifications is in use, it should treat the session-initiate ack as <ringing/>, and the session-accept as <active/>.

The linked GitWeb URL is a stack of three branches:

* 'test-tidying', which tidies and fixes some races in a couple of Jingle tests;
* 'send-ringing', which makes Gabble send <ringing/> and <active/> on incoming session-initiate and outgoing session-accept;
* 'fake-incoming-ringing-on-old-jingle', which sets and clears Ringing on the CallStates interface for GTalk and old Jingle, since those protocols cannot represent <ringing/>.
