It seems that if an orth file contains an "include" line, the rest of the file gets ignored.

This creates problems for orthographies that include another orthography and add a few more characters to it, like that of Amharic (am), Azerbaijani in Iran (az_ir), and Ethiopian Tigrinya (ti_et).

If this is intended, the orthographies that use the mechanism should be fixed to list the characters themselves. Otherwise, fc-lang should be fixed to append the extra characters to the orthography.

I believe I've fixed this in 2.7.0.  Please reopen otherwise.
