This patch removes the ugly hack of using Arabic presentation forms for various Lam-Alef ligatures, which is the source of many troubles. Until #8195 is fixed, the affected keys are now assigned VoidSymbol.

Reopening, since #16426 makes it possible to have one key to multiple code points. The new patch reverses the previous one.
