As requested by Kim Krecht in Debian BTS, it would be nice to have an actual COPYING file in XvMC instead of the current stub file :)

Please feel free to compile and commit one - as noted in the stubs, they
are lacking in data due to the lack of manpower compiling the info.

One was committed in the meantime by someone who forgot to check the
bug db, but it's essentially the same as the one provided by  Frank Groeneveld 
in the patch for comment #2, just without the author's names.
