Problem description: When bringing up the conditional format dialog, I can no longer scroll on the current sheet, nor can I go to any other sheets in the workbook.

Steps to reproduce:
1. .... Do a conditional format
2. ....
3. ....

Current behavior:I can no longer scroll on the current sheet, nor can I go to any other sheets in the workbook.

Expected behavior:Be able to scroll thru my current sheet, or browse to another sheet within my workbook to complete the conditional format. Like it use to do in 3.5.7 and the way it works in Microsoft Excel

Hi Dave, if you find that something must be corrected after filing new bug you still able to edit the bug description instead of filing new bug.

So we should mark this INVALID since it's the same as Bug 69502.
